COMMUNITY ADVISORY PANEL X BRITISH CYCLING
The Sporting Equals Community Advisory Panel welcomed British Cycling as its first external guest, where representatives presented their new pilot programme, GEMS. Launched in April 2026 and set for full rollout in July 2027 alongside the Tour de France, the programme aims to introduce cycling in a fun and accessible way, particularly targeting young people.
Panel members provided constructive feedback and highlighted strong support for the initiative, noting its timely alignment with the growth of cycling infrastructure and opportunities to engage young girls. Suggestions included connecting with existing community organisations already delivering impactful work.
Discussion also explored practical considerations, such as the programme’s flexible delivery (primarily in school settings) and its focus on enjoyment rather than specific cycling disciplines. However, panel members raised key challenges, including the cost of bikes, storage facilities, and funding barriers for participating organisations. British Cycling acknowledged these concerns and confirmed that options such as shared bike fleets and potential sponsor support are being explored.
The conversation further highlighted a gap in provision for teenagers, with community groups expressing interest in becoming delivery partners given the right resources. Insights were also shared on cultural and social barriers to participation, including concerns around safety, lack of cycling education, and stigma affecting women—particularly those from Muslim communities. Group-based sessions were identified as a key way to address these challenges.
Overall, the session provided valuable community insight to inform the ongoing development of the GEMS programme, with further feedback to be gathered following circulation of presentation materials and a feedback form. 100% Of our community panel agreed/strongly agreed that providing feedback on British Cycling's programme was useful with one member stating 'I really enjoyed having a guest sporting body join us for the meeting. The programme is definitely needed as there is a proven gap.'
